पुष्पकमल दाहाल प्रचण्डको राजनीतिक जिवनमा साउन ३१ गते, पूर्व
प्रधानमन्त्री शेरबहादुर देउवा र निवर्तमान प्रधानमन्त्री गिरिजाप्रसाद
कोइरालासँग केही चाखलाग्दा संयोग छन् ।

प्रधानमन्त्री बनेका पुष्पकमल दाहाल प्रचण्डको जिवनमा केही अनौठा संयोगहरु
देखिन्छन् । उनको राजनीतिक जिवनमा अत्यन्तै दुखद रहेको साउन ३१ अब सुखद
दिन भएको छ । पूर्व प्रधानमन्त्री शेरबहादुर देउवा प्रचण्डका लागि त्यस्तै
संयोगसँग जोडिने पात्र हुन् । कुनै बेला प्रचण्डले सबैभन्दा खतरा मानेका
निवर्तमान प्रधानमन्त्री गिरिजाप्रसाद कोइराला एक समय निकै नजिक हुनु र
अहिले त्यतिकै टाढा बन्नु पनि रोचक प्रसङ्ग नै हो ।

साउन ३१

माओवादी र सरकारबीच दाङको हापुरेमा वार्ता चलिरहँदा रामेछापको दोरम्बामा
साउन ३१ गते १९ जना माओवादी कार्यकर्ताको हत्या भएको थियो । सरकार र
माओवादीबीच तत्कालिन संविधान पुनर्लेखन गर्नेसम्म सहमति बन्ने सम्भावना
देखिइरहेको बेला दोरम्बा हत्याकाण्ड वार्ता असफल हुनुको एउटा महत्वपूर्ण
कारण बन्यो । र, माओवादीले दोरम्भा घटनालाई नै कारण देखाउँदै २०६० भदौ १०
गते दोश्रो पटक युद्धबिरामा भंग गर्‍यो । आफ्ना १९ कार्यकर्ता एकै चिहान
भएको र शान्तिपूर्ण राजनीतिमा आउने सम्भावना समाप्त पार्ने कारण बनेकै दिन
पाँच बर्षपछि आउँदा भने प्रचण्डका लागि खुसी लिएर आयो । २०६५ साउन ३१ गते
नै संविधानसभाबाट उनी प्रधानमन्त्रीमा निर्वाचित भए ।

देउवासँग

२०५२ साल माघ २ गते माओवादीसम्बद्ध संयुक्त जनमोर्चा नेपालका अध्यक्ष
बाबुराम भट्टराईले एक महिनभित्र ४० बुँदे माग पूरा नभए जनयुद्धमा जाने
चेतावनी दिँदा प्रधानमन्त्री शेरबहादुर देउवा थिए । ४० सुत्रीय माग
जनयुद्ध थाल्ने निहुँ मात्रै भए पनि अझै १० वर्ष सशस्त्र संघर्ष सुरुवात
हुनुमा तत्कालिन प्रधानमन्त्री देउवा जिम्मेवार रहेको मान्नेहरु छदैछन् ।
२०५८ साउन १३ गते देउवा दोस्रो पटक प्रधानमन्त्री हुँदा प्रचण्डले
युद्धविराम घोषणा गरे तथा दुई पक्षीय वार्ता मंसिरसम्म चल्यो । देउवाकै
पालामा जनयुद्ध थालेको माओवादीले उनकै पालामा दाङको घोराहीमा सेनाका
क्याम्पमा आक्रमण गर्‍यो ।  यसैगरी,  देउवा प्रधानमन्त्री हुँदा नै
सरकारले प्रचण्डसहित माओवादी नेताहरुको टाउकाको मोल तोक्यो ।  अनि, २०६५
साउन ३१ गते  प्रधानमन्त्रीमा प्रचण्डको प्रतिस्पर्धामा पनि उनै देउवा खडा
भए । यो बेग्लै कुरा हो कि, इतिहासका बिभिन्न मोडहरुमा कहिले देउवाले जिते
भने कहिले प्रचण्डले ।

र, गिरिजासँग

कुनै बेला प्रचण्डको माओवादी पार्टीले निवर्तमान प्रधानमन्त्री
गिरिजाप्रसाद कोइरालालाई 'फासिस्ट गिरीजा' को पदवी दिएको थियो ।
कोइरालालाई माओवादीले फासिस्ट गिरिजा भन्नुमा सशस्त्र संघर्षकालमा सरकारले
गरेका प्रहरी अप्रेशनहरु रोमियोदेखि किलो शेरा टु सम्म कोइरालाकै
प्रधानमन्त्रीत्वमा हुनु महत्वपूर्ण कारण थियो । तर, रोल्पाको होलेरीमा
माओवादीबिरुद्ध सेना परिचालन हुन नमानेका कारण २०५८ साल साउनमा  कोइरालाले
प्रधानमन्त्रीबाट राजीनामा दिएपछि भने माओवादी बिश्लेषण फेरिन थाल्यो ।
पदबाट हट्नासाथ कोइराला पहिले तत्कालिन प्रधानमन्त्री देउवामाथि र त्यसपछि
राजामाथि खनिनथाल्नु माओवादी बिश्लेषण फेरिनुको महत्वपूर्ण कारण थियो । 

२०६१ साल माघ १९ गतेदेखि राजाले एकलौटी सत्ता चलाउन थालेपछि राजा प्रचण्ड
र कोइराला दुवैका साझा सत्रु बने । त्यसैबीच, २०६२ मंशिर २ गते दिल्लीमा
प्रचण्ड र कोइरालाको नेतृत्वमा दलहरु र माओवादीबीच १२ बुँदे समझदारी भयो र
७ गते सार्वजनिक भयो । सत्ताको शक्तिलाई नजिकबाट चिनेका दुवै पात्रले
सहकार्यको आवश्यक्ता ठहर्‍याएपछि कुनै बेला नाम सुन्दै काँडा उम्रिनेबीच
निकट सम्बन्ध हुनथाल्यो र संविधानसभा चुनावभन्दा अघिका दुई वर्षमा दिनुहँ
एक अर्कालाई नभेटी नहुनेसम्मको सम्बन्ध विकाश भयो । तर, संविधानसभा
चुनावमा माओवादी पहिलो पार्टी बनेपछि न प्रचण्डलाई कोइरालाको आवश्यक्ता
पहिले जस्तो रह्यो न चुनावपछि दोश्रो पार्टी बनेपछि कोइरालाले नै
प्रचण्डसँग पुरानो सम्बन्धलाई नयाँरुपमा अघि बढाउने आवश्यक्ता देखे ।
परिणाम छँदैछ, अहिले प्रचण्ड कोइरालाको आवश्यक्ता महशुस गर्ने पक्षमा
छैनन् भने कोइराला प्रचण्डको नेतृत्वमा रहेको सरकार कुनै हालतमा सहजरुपमा
अघि नबढोस भन्ने चाहन्छन् ।

[ekantipur] UML starts consulting experts on statute issues

CPN-UML has started collecting suggestions from the stakeholders about the issues to be included in the new constitution.

The UML Statute Draft Taskforce on Sunday consulted experts and officials representing Nepal Federation of Indigenous Nationalities (NEFIN).

On the occasion, NEFIN officials suggested the UML to build a federal structure primarily based on ethnicity and language.

They further advised the UML to consider geographical, regional and population factors as the basis for the federal setup.

Moreover, the officials drew the UML’s attention towards the problems that may arise in future if ethnicity not considered principle factor for federalism.

Saying that the parties’ nature is still monopolistic, they also expressed their doubt on effectuation of the federal set up.

Meanwhile, the UML had committed to enter federal mechanism in its Constituent Assembly election manifesto, however, had not presented any clear bases for it.

[eKantipur] ‘Non-professional diplomats mar foreign policy’

Minister for Foreign Affairs Upendra Yadav said Nepal's foreign policy has degraded in recent years due to lack of professional diplomats at diplomatic missions abroad.

"As the government decided to send non-professionals with political influence to diplomatic missions, Nepal's foreign policy has degraded," said Yadav while talking to journalists in the capital.

When asked whether the new government would call back such diplomats, Yadav replied that the government has yet to think in this regard.

The government should seriously think about how to uplift diplomatic efficacy, promote Nepal's diplomatic role abroad and utilize it for the benefit of the country, he added.

Earlier, during a staff briefing at the Foreign Ministry, officials also complained that appointment of non-professionals in diplomatic missions had affected the country's foreign policy as they failed to play proactive role.

In response, Minister Yadav expressed commitment to give priority to career diplomats rather than to political appointees.

MPRF dirty linen made public

Intra-party differences within Madhesi People's Rights Forum (MPRF), a constituent of the Maoist-led government, has now gone public.

The difference surfaced here in Birgunj following an interview given by Karima Begum, a Constituent Assembly (CA) member representing the party from Parsa Constituency-1, in a local newspaper and an FM radio.

Begum has alleged that party chairman Upendra Yadav nominated ministers only from his coterie, denying representation to minorities and marginalized groups in the cabinet.

She also accused party chairman Yadav of receiving Rs 2 million each to nominate CA members under the proportionate electoral system.

In an interview aired at a local FM Sunday, Begum charged that Chairman Yadav had inducted ministers only from the eastern part of the country and promoted the concept of regionalism. She also claimed the current government will not last long as it has failed to ensure inclusiveness in terms of caste, creed, gender and geographical region.

Meanwhile, MPRF Parsa District Committee has initiated disciplinary action against Begum for speaking against the party Chairman.

Coordinator of District Disciplinary Committee Pradip Yadav has sought clarification within three days from Begum, alleging that she had breached the party's statute.

 

[RSS] House session summoned for Sept 5

President Dr. Ram Baran Yadav, according to the recommendation of the Prime Minister under Interim Constitution of Nepal, 2063 BS, has called Fourth Session of the Constituent Assembly to be begun form September 5, 2008, Friday, at 3:00 p.m. at International Convention Center, Naya Baneshwor.
Constituent Assembly Secretariat has urged all Members of the Assembly to be present at the meeting at the stipulated time and place on the date.

[The Himalayan Times] Officials Off to India to Learn About Federalism

A delegation of 17 senior government officers left for a two-week visit to India on Sunday to study aspects of federalism.
The visit is organised by the government of India through New Delhi-based Indian Institute of Public Administration -- a premier institute engaged in training civil servants.
The delegation includes Dr Uday Raj Sharma, secretary of Nepal Trust, Shri Sushil Jang Bahadur Rana, secretary of the Election Commission, nine joint-secretaries and six under-secretaries of various ministries and departments.
The visit has been arranged in response to a request from the government of Nepal, Indian embassy said in a statement.
The delegation will visit New Delhi, Tamil Nadu and Pondicherry and meet senior government leaders, parliamentarians and officials to get a closer look at India's federal system along with its dimensions -- ranging from legislative to judicial, administrative, financial and developmental federalism.
They will also visit the parliament and state legislatures, Supreme Court and High Courts and hold interaction with India's Election Commission, Finance Commission, Planning Commission and Inter-State Council. The delegation will also visit the Lal Bahadur Shashtri National Academy of Administration in Mussoorie.
The government of India will expand opportunities for study and exposure visits to Nepali civil servants in various focus areas so as to reinforce the friendly, professional and close relations between the bureaucrats of the two countries, the embassy said.

President Yadav in Sunsari to inspect flood-hit areas

President Dr. Ram Baran Yadav is in Sunsari to inspect the flood-affected
areas in the district, on Monday.

President Yadav is accompanied by senior government officials.

He will seek information regarding the relief and rescue efforts being
carried out in the region. He will also carry out aerial inspection of the
flood-hit areas in the afternoon.

Meanwhile, Sunsari District Administration Office has informed that around
35,000 people have been 'affected' by the flood resulting from the
breakdown of embankments in Saptakoshi river.

Many of the affected people are seeking shelter in Inaruwa and also in
over two dozen camps in Saptari district.

[Nepalnews] PLA men flee cantonment

The CPN (Maoist) is leading the government but its People's
Liberation Army (PLA) personnel continued to face torture and inhuman
treatment in the cantonments.

At least seven PLA
men fled the fourth division cantonment at Hattikhor of Nawalparasi
district, indicating that they have not been treated well by their
seniors in the camps.

According to reports, one
fleeing PLA member Deepak KC, who came in contact with media persons
secretly in Damauli on Sunday, said senior members in the cantonment
torture combatants excessively mentally and physically.

He said they fled the camp while on night duty and reached Damauli Saturday on foot.

KC told media persons that six other personnel have left for Kathmandu to contact the United Nations Mission in Nepal (UNMIN).

He also claimed 1,000 out of 2,800 PLA members in the cantonment had already left the camp and more are planning to do so.

Fearing action from the PLA officials and the party, KC sought security from journalists and rights activists.
