Is CA election possible?

Though the election date is announced, the debate is still on, "Will it happen?" Various outfits in terai are still grudging and are on protest either peacefully or armed.
SO in this scenario, state has failed to meet their demands which likely to cause huge uproar in terai soon (as talks of various protest program is going on). So under these circumstances, would election be possible?
