Election Procedure and Election Commission

According to Election Commission, there will be 2 kinds of ballot papers for CA elections. One light red for proportional system and light blue for First-post-the-past system.

Though the election date is announced, the debate is still on, "Will it happen?" Various outfits in terai are still grudging and are on protest either peacefully or armed.

All the parties and the public have the same goal of CA Polls but why is the election system causing this delay?

What do you have to say about the best election system for Nepal?
Should we wait some more years to get the exact population details and go for the Proportional representation System or is the currently promoted Mixed system is better or there is any other system that can solve the current crisis? Have your say.
